The World Health Organization appointed Dr. Dubord a member of an Expert Advisory Panel on Cell Tissue and Organ transplantation in 2005.

In 2018 he was appointed to a WHO task force on Organ and Tissue Donation and Transplantation. With Operation Eyesight Universal he is their Medical Director and member of the board. In America, he is a member of the Medical Advisory Board of the Eye bank Association and a member of the Eye Bank Committee of the American Academy of Ophthalmology.

In 2012 he was honoured to have the Paul Dubord ‘Chair of Cornea’ named after him at the LV Prasad Eye Institute in Hyderabad India.

In 2018 he was a co-signee to the Barcelona Principles which is the moral and ethical guideline for Eye Banking in the world.

In British Columbia he is an active board member of the Branch of International Surgery with UBC. With WHO he recently was co-chair and co-author of the “Global Action Framework “ to advance Human Tissue Donation and Transplantation for all lower and middle-income countries for the World Health Organization.

He’s been actively involved with international Eye Banking Corneal Transplantation development in Japan, Singapore, Sri Lanka, China and India since 1989.
